Nothing like a bridge collapse to test your skills. As one of the first retained private investigators at the Interstate 35W bridge disaster, Heartland’s CEO, Paul Jaeb, realized how years heading Minnesota’s premier investigative firm made it possible for him to gather the facts under the most chaotic of conditions.

Paul founded Heartland Investigative Group in 1991. His leadership is guided by his wide-ranging experience in legal investigations, background profiling, corporate fraud investigations and security consulting. He has solved dozens of complex corporate fraud cases, conducted dozens of high-level security audits and advised the region’s leading executives on issues related to corporate security.

Paul attended the University of Minnesota with a political science major. He’s a Chartered Fraud Investigator™ and is the immediate past National Director of the National Association of Legal Investigators. He’s an active member of the Association of Certified Fraud Examiners, the Society of Competitive Intelligence Professionals, and the American Society for Industrial Security. Paul is one of the founding members of Investigative and Security Professionals for Legislative Action, a federal political action committee.

Tom Jaeb has conducted or managed over 15,000 investigations in his 18+ years as a professional investigator with Heartland. He is responsible for the daily operations and manages a staff of 15 highly specialized investigators including former law enforcement agents, Certified Fraud Examiners, CPAs, attorneys, and forensic specialists.

Tom is a member of the Council of International Investigators (CII) and recently received his certification as a Certified Identity Theft Risk Management Specialist. Tom is currently studying for the Professional Certified Investigator (PCI) Certification.

Tom is a frequent public speaker. Engagements include presentations for the Minnesota CLE, local bar associations, Lorman Education Services, the National Business Institute, the Independent Community Bankers Association of Minnesota and the National Association of Credit Managers among others.

Director of Business Development Heartland Companies

Mark MacLean is a “customer focused” sales and business development professional.  With over 20 years of experience in the financial services and information technology industries, Mark brings a wealth of experience and business acumen to Heartland.  As Director of Business Development, Mark will be responsible for two primary objectives.  First, to ensure that customers are 100% satisfied, as well as informed on Heartland’s current and complete service offerings.  Second, develop strategic partnerships and alliances that help Heartland customers and prospects leverage Heartland’s full suite of services.

Mark has a Bachelor of Science degree in Management Information Systems from University of Wisconsin – Eau Claire.

The more challenging the situation, the more Matt Rice likes it. Matt’s ability to excel in a demanding and changing environment serves him well as the Operations Manager for Heartland Corporate Security, a position he has held since March, 2012. Matt’s duties include training and managing over 100 loss prevention specialists and security officers who provide services to Heartland’s corporate security clients. He also works with clients to assess their needs and designs customized programs for asset protection and security. Matt enjoys the variety of working with several different clients with diverse needs.

Matt has an extensive background in loss prevention, which includes managing and training loss prevention personnel for several national retailers. While working as the Loss Prevention Manager for a major retail store, Matt joined the Heartland team in 2008 to assist with special projects on a part time basis. His experience, excellent record and motivation made him an exceptional choice for his current position when it became available in 2012.

Matt holds certifications in Advanced Investigative Methods, including Interview and Interrogation, Firearms, Use of Force and Defensive Tactics.

Kevin Eckhoff encourages his clients to plan for the unexpected. As a specialist in workplace violence and business continuity plans, Kevin conducts workplace assessments and advises clients how to improve security and manage risk from all perspectives. Policies and contingency plans are just as important as physical security. For example, do current policies deter employee theft? Do employees know what to do in an emergency? How will business be conducted after a fire or natural disaster damages the workplace? Kevin says that as a business grows, the need to address such issues also grows.

As Heartland’s Director of Training since 2005, Kevin also oversees Heartland’s training division, EPS Tactical Training Group, which provides professional education and tactical training for law enforcement, security and protection personnel.

During his career of more than twenty years, Kevin gained extensive experience in executive/VIP protection, security force management, law enforcement, tactical training and security/risk management consulting.

Kevin is a Certified Protection Professional (American Society of Industrial Security), a Certified Protection Specialist (Executive Security International) and a Threat Assessment Professional (Threat Management Institute). He is a member of the Minnesota Association of Private Investigators, the Association of Training Officers of Minnesota, and the National Council of Investigative and Security Services.

David Flower is passionate about understanding the motivations behind human behavior, especially when that behavior may involve dishonest conduct. As a Senior Investigator at Heartland, David specializes in corporate internal investigations. He personally handles each investigation, conducting interviews, combing through documents and emails or whatever else is needed to get the facts. David’s investigative skills combined with his experience as a business litigation and regulatory attorney put him in an exceptional position to advise corporate executives on the legal implications of his findings as well as ongoing risk management.

In addition to working as a business litigator in international law firms and corporate settings, David worked as a corporate security investigator for a Fortune 300 financial services company. During his career he has been involved in many significant investigations involving fraud and other criminal activity, regulatory and compliance violations, and employee misconduct. He joined the Heartland team in 2013.

David is a Professional Certified Investigator (PCI), a Certified Fraud Examiner (CFE) and a Certified Anti-Money Laundering Specialist (CAMS). He is a member of the American Society for Industrial Security (ASIS), the American Society of Certified Anti-Money Laundering Specialists, the Association of Certified Fraud Examiners, the Society for Corporate Compliance and Ethics and the American Bar Association.

Before earning his JD magna cum laude from the University of Minnesota, David attended Carleton College where he earned a BA in Psychology with a minor in East Asian Studies.

At Heartland, Brad is our surveillance specialist, as well as the respected manager of our staff involved in surveillance cases. We value his 11 years of success in field investigation that guarantees Heartland can give you the kind of client service you demand: meticulously documented, discrete and effective. 

Bradley holds a bachelor of elective studies degree from St. Cloud University and attended the Law Enforcement Academy in Alexandria, MN. He has extensive specialized training, including advanced firearms; defensive tactics and use of force; observational psychology and verbal control; GenderSmart communication; and threat assessment. Brad’s specialties include witness interviews, locating individuals and protection details.

Tom Herder has been a private investigator for more than 20 years and is a former “International Investigator of the Year”. He is a “surveillance specialist” for insurance fraud and divorce/child custody matters, and is known as a dedicated investigator.

Tom’s specialties include workers comp surveillance, AOE, insurance fraud, personal injury, interviews, criminal history investigations, witness statements, marital investigations, & child custody matters.

Tom is well trained in specialized training techniques, as well as policies and procedures training by the United States Office of Personnel Management (O.P.M.) to conduct national security clearance and positions of public trust background investigations. Accordingly, he has recently held Secret, Top Secret and L level government clearances as a contractor to the federal government.

With over 15 years of experience, over 10 years of owning and operating his own agency, Jon has the proven track record and stellar reputation in the area of surveillance. Specializing in surveillance, Jon has worked on numerous high profile cases in the areas of workers compensation, medical malpractice, protection details, and infidelity cases.

Jon holds a bachelor of arts in Marketing from the University of St. Thomas in St. Paul. He has extensive specialized training in observational psychology and verbal control; verbal/non-verbal communication; communication and conflict resolution; advanced information gathering; incident situation assessment and threat assessment. Jon’s specialties include locating individuals; covert third party observer, documenting and reporting activities and protection details.

As a Member of the Minnesota Army National Guard, Nick served his country as an Infantry soldier during the Iraq war in support of Operation New Dawn. Nick’s observational skills were used as a gunner in the largest withdraw of US forces since the Vietnam war. Nick’s service earned him an Army Commendation Medal and an Army Achievement Medal, among many others. Nick is now using his military training as a field investigator for Heartland Investigative Group.

In addition to Nick’s battlefield experience, he is well recognized as an investigator in the Twin Cities Metro Area. Nick has been a member of the corporate security industry for more than 11 years, investigating internal and external losses for some of the nation’s top corporations in cooperation with local law enforcement agencies. Not only is he a decorated veteran, but he is also a decorated investigator, having received 11 awards from Sears and two from Target.

Prior to working at Heartland, James unwittingly spent years preparing for his position as an investigator. While attending William Mitchell College of Law, he spent countless hours examining case law and searching through legal databases. By the time James came to Heartland, he already had mastered many of the techniques that are required to be a successful and efficient investigator. In addition to his role as our chief legal investigator, James is the lead analyst at Heartland Corporate Intelligence where he helps business owners gather valuable intelligence on their sales prospects, acquisition targets, competitors and marketplace.

James received a Juris Doctor cum laude from William Mitchell College of Law. He also received a Bachelor of Arts with honors from Saint John’s University and the College of Saint Benedict with a concentration in political science and philosophy.

Raquel Hutts says her inquisitive nature contributes to her success as an Investigator at Heartland Investigative Group, where she expertly conducts hundreds of background checks, asset searches and other legal investigations each year. Reliable and a quick learner, Raquel loves the variety of her work and the opportunity to learn new things each day.

Before joining the Heartland team in 2011, Raquel worked for a secure residential treatment center, providing programming and supervision for residents. While pursuing her Master’s degree she worked as a legal assistant in a law firm.

Raquel holds an MA in Criminal Justice from State University of New York (SUNY). She earned a BA in Sociology with a concentration in Criminal justice from the University of Wisconsin-Superior.
